What kind of report can I submit?

Please only submit reports that are directly relevant to the search for ex-RAF terrorists case.

What is the process for submitting an anonymous report, and how do I set up a postbox?

The following four small steps are required:

1. First, you will be asked to read a note on the protection of your anonymity and answer a security query. The latter requires you to copy a specific string of characters into a text box. The purpose of this security query is to protect the server against attacks from automated systems.
2. In the next step, you will be shown important information about the submission of your report again. Please click “continue” once you have read this information.
3. You will then be forwarded to the main reporting page, on which you can enter your information and optionally attach files. Your report will be received and processed by a member of the Lower Saxony State Office of Criminal Investigations. Your anonymity and the text of your report are protected by means of modern encryption technology and other security measures.
4. During the fourth and final step, you can set up your own postbox. We will use this postbox to contact you if we have any feedback or questions about your report. Your anonymity will remain protected at all times. You only need to set up a postbox once. After you specify login data for your postbox, this information will be encrypted and stored in the system. If you lose the login details for your postbox, you will be unable to recover them. When you visit the website again, you can use the “Login” field on the main page to access your postbox directly.

After submitting your report, you will receive a reference number that confirms the receipt of your report and allows you to refer to it unambiguously, yet anonymously. Please do not lose this number!

This system protects your anonymity as thoroughly as the technology will allow. Nonetheless, you must pay attention to the following measures for protecting your anonymity:

Do not submit reports from the Intranet of a company or organisation. Instead, we recommend using a public internet connection or saving a bookmark for direct access to the whistleblowing system, or copying its link and using this link later. If you wish to remain anonymous, also ensure that you do not mention any personal information in your report that would allow for conclusions about your identity.

How can I receive feedback and still remain anonymous?

This application has been designed to uphold the protection of the whistleblower as its highest priority. Feedback and questions about your report will only be sent to your secured postbox, which you establish after the submission of your report. When setting up your anonymous postbox, you select your pseudonym/ user name and password yourself. The Lower Saxony State Office of Criminal Investigations can use this postbox to contact you. Your anonymity is always protected by special encryption technologies and other security measures.

Are there alternative ways of contacting the Criminal Investigation Department?

The Lower Saxony State Office of Criminal Investigations offers a phone line for the submission of reports, which can be reached on 0511-9873-7400.

Please note that your anonymity is not protected technically when you make a phone call. If you wish to remain anonymous, please use this electronic system.

How can I receive a pledge of guaranteed CONFIDENTIALITY?

Please note that the public prosecution can guarantee confidentiality in certain cases, provided that your identity is known. In such cases, your name will not be introduced into the proceedings. Direct, personal contact with the investigating authorities is possible.
